It will stop and you can breath underwater! Then fall thru the middle and imidiatly use the hover nozle and hover UNDERWATER. Go on the shorter one and face the taller one. To get it out, you need the Yoshi that is on the rooftop of Delfino Plaza. Have you seen the island that the guy was shipwrecked onto? If you do, then you should have seen the hot blob on the green tube.
